Mr. He Debao graduated from China University of Political Science and Law in 1997 with a degree in law.

Prior to joining Wincon, he spent many years at a municipal labor office involved in labor supervision, labor arbitration, and labor policy. He is experienced in handling employee matters for large enterprises, complex personnel issues, and labor disputes.
