Mr. Guo received his Master of Law and Bachelor of Technology from Dalian Maritime University.

Mr. Guo is an arbitrator at the Chinese Maritime Arbitration Commission, a member of the Legal Advisory Commission of Qingdao Municipal Government, an associate professor of the Qingdao Ocean Shipping Mariners College .
