Mr. Li graduated from Peking University in 1986.

Mr. Li is an arbitrator at the Zibo Arbitration Commission, the vice director of the Finance and Security Commission of Qingdao Lawyer Association, a member of the Chinese Maritime Law Association, a standing member of the Qingdao People's Political Consultative Conference, a member of the WTO Expert Advisory Committee of Qingdao and director of the Qingdao Overseas Friendship Association. He has been honored as "Elite Lawyer of Qingdao".
