Mr. Liu graduated from Peking University in 1983.

Mr. Liu is the president of the Qingdao Lawyers Association, an arbitrator with the Arbitration Commissions of Qingdao, Zibo , and Weihai, a member of the Chinese Law Society, guest lecturer at Qingdao University , deputy to the People's Congress of Qingdao and a member of the Anti-Corruption Commission of the Intermediate People's Court of Qingdao. Mr. Liu serves as independent directors in several companies now.
